Preparation of the Tart Crust
- Preheat the oven to 350°F (175°C).
- In a mixing bowl, combine flour, powdered sugar, and salt.
- Add the softened butter and mix until crumbly.

- Press the dough into the bottom and sides of a greased tart pan.

Preparation of the Filling
- While the crust cools, whip the heavy cream with sugar and vanilla until soft peaks form.
- In another bowl, beat the softened cream cheese until smooth.
- Gently fold the whipped cream into the cream cheese mixture.
- Spread the creamy filling evenly on top of the cooled crust.
Preparation of the Glaze and Assembly
- Heat the strawberry jelly with water until smooth and pourable.
- Arrange fresh strawberries on top of the filling and brush the glaze over them.
- Refrigerate the tart for at least an hour to allow flavors to meld and glaze to set.
